Five years ago, Baltimore's art-damaged Wham City collective started running their Whartscape festival at the same time as Artscape, a gigantic free arts festival that takes over Baltimore every summer. This year, though, the Wham City folks have announced the details of the Whartscape fest, and, for the first time, the fest will run the weekend after Artscape, July 22-25.
