Is that Jay-Z? 'Gangsters' in Miami police web banner bear resemblance to the hip-hop star

The Miami Police Department encouraged residents to report gang activity - with a website banner depicting two gangsters bearing a striking resemblance to rapper Jay-Z. The graphic depicting the Jay-Z lookalikes and three other figures had been removed and was no longer on the website Friday.
